When there is no balance , valve in the meter will close. And the card should be debited again. As this type designed for household, one meter reads one card only.

Balance(Money) kept in the card, do not be transfered into the meter. Cards should be placed on the meter or valve to make it works.
And the balance in the card be deducted along with the flow simultaneous. When the card leave or there is no balance, the valve closed.
One meter or valve can reads several cards, so it is suitable in public area for different people.
