It requires every administrative village to install telephone remote broadcasting controller and FM modulator in town's broadcast rooms. Each village has its own unique frequency without reforming original net.

The village broadcast is transmitted to the main control broadcast room by telecom network, and then to village users by town fiber network. A town is an unit; telephone lines are needed; each village controls its own frequency and uses independent password Each controller controls 4 modulators, also can be combined to control more modulators
